LTCOL Jose Rufas

LTC Rufas, a Spanish Army Academy graduate of 1993, has held key positions in Explosive Ordnance Disposal (EOD) units, Military Engineering Academy, and several multinational headquarters at the operational level. He has been assigned to the C-IED COE since August 2016. His expertise is focused on EOD, Operations & Plans, Technical Exploitation/Forensics, and Intelligence.

The Attack the Network (AtN) Branch is comprised of seasoned subject matter experts from the military, law enforcement, and intelligence communities. Its mission is to develop initiatives that enhance anticipatory analysis and support effective planning for both lethal and non-lethal engagement seeking for effects over the capabilities of adversary human networks.

The AtN Branch prioritizes a deep understanding of the complex nature of adversary human networks and their interactions with neutral and friendly networks. It promotes a comprehensive inter-agency approach by integrating military, law enforcement, and security stakeholders to address the multidimensional and cross-border threats posed by the referred human networks. A key focus is fostering robust information sharing across the Counter-Improvised Explosive Device (C-IED) Community of Interest.

The AtN branch delivers specialized training to enhance intelligence-driven operations against network-based threats. Through courses in Analyst’s Notebook, Operational C-IED integration, and Technical Exploitation disciplines such as Document and Media Exploitation (DOMEX), the branch provides military and law enforcement personnel with the analytical, operational, and technical skills needed to identify, disrupt, and dismantle adversarial networks.
